All children learn and grow at their own rate. Sometimes children do not reach developmental milestones in  a timely manner and benefit from additional support. The early childhood special education team works with families to conduct assessments and provide services to children who meet eligibility criteria.

Special Education Screenings

The Early Education staff hold special education screenings as needed throughout the school year. These screenings are for children ages 3 to 5 who have someone concerned about their development and for whom Multi-Tiered Systems of Support implementation has not been effective in progressing development. Parent observation and input are an important component to the screening process. To make a referral for concerns about a child’s development in the areas of communication, social emotional, motor, adaptive or cognitive development, please:

  2. Please complete the Ages and Stages Questionnaires (ASQ-3 and ASQ:SE-2) (select option to complete both Questionnaires) or by paper copy available upon request.
  3. A district representative will get back to you with next steps.

Eligibility for Early Childhood Special Education

To become eligible for Early Childhood Special Education services, a child must:

  • Have a diagnosed condition by a licensed physician with a high probability of a developmental delay before entering kindergarten  OR
  • Show a qualifying delay on a standardized test in one or more of the following developmental areas:
    • communication
    • personal social
    • adaptive
    • fine or gross motor skills
    • cognitive skills    OR
  • Transition from Children’s Integrated Services- Early Intervention Program on a One Plan showing potential eligibility in one or more developmental domain

Children who meet one of these qualifying criteria are eligible for special education services and an Individual Education Plan (IEP) is developed to meet their needs.
